Community Development Block Grant Applications Available

The County of San Bernardino has notified the Town of Yucca Valley that January 21st is the deadline for submittal of proposals to be considered under the 2011-2012 cycle of the Community Development Block Grant (CDBG) program.  Applications are available at the Town of Yucca Valley\’s Community Services Department or on line at www.yucca-valley.org.

The Town is party to a Delegate Agency Agreement with the County through which local CDBG funds are allocated and expended.  This year, the Town will receive an estimated allocation of $182,000 of which approximately $41,000 is committed to the senior home repair program. The general eligibility requirements are that the program or project provides benefit to the low-to-moderate income population within the community.

The County Community Development and Housing office announced changes in the CDBG program beginning with the upcoming cycle.  The cost of administration along with staff reductions, has caused a reconsideration of how business is done. The County has implemented a $75,000 funding threshold (minimum) for construction projects and a $10,000 minimum for public service programs.  Additionally, because the County does not plan to fund any public service programs beginning in 2011-12, the opportunity to apply for 3rd District funds will no longer be available to applicants.  County CDBG funds will only be used for large capital projects, to be prioritized at the County level.

In the last two CDBG cycles, the Town Council has designated the Town\’s entire allocation to a single community project: the renovation of the Community Center playground area. Recent County CDBG allocations have been used to provide additional Code Enforcement resources within the Town.

Local agencies and organizations seeking funds for proposals are entitled to pursue CDBG funding from the Town\’s allocation. Those agencies completing proposals are reminded of the County\’s new minimums; $75,000 for projects and $10,000 for public service programs.

The County\’s Community Development and Housing Department (CDH) requires that all applicants must attend one of the two Application Workshop meetings scheduled for Wednesday January 5th.  The morning meeting is at 10am at the Mojave Desert Air Quality Management District, Board Chambers, 14306 Park Avenue, Victorville.  The afternoon meeting at 3 pm will be held at the County of San Bernardino Workforce Development Department Conference Room, 215 North D Street, San Bernardino.

The Town of Yucca Valley\’s Community Services Office will accept proposals until January 19 and forward them to the County of San Bernardino Department of Community Development and Housing.  Applications can be mailed directly to the County for eligibility review.  The eligible proposals will be forwarded to the Town for Town Council review in February, at which time a local funding recommendation will be developed. The County Board of Supervisors will make the final determination for funding in April for the programs and projects to be funded during the 2011-2012 fiscal year. Typically, funds become available for the projects in October following the application period.
