The San Bernardino County Department of Behavioral Health (DBH) ACCESS Line is the County's 24/7 hotline for referrals for behavioral-health services.
ACCESS can help connect someone to services such as:
- Get connected to mental-health services
- Get information about available DBH programs
- Receive an assessment or referral to an appropriate behavioral-health provider
- Ask about specialty mental-health services
- Get help navigating the County behavioral-health system
- Obtain information about services for themselves or a family member
- Address certain grievances or request assistance with behavioral-health services.
Screening Assessment and Referral Center (SARC) Substance Use Disorder Helpline

The SARC is a 24/7 helpline that serves as the entry point for substance-use-disorder treatment in San Bernardino County. The service is available for adults 18+ and adolescents ages 12–17.
SARC can help connect someone to services such as:
- Residential substance-use treatment
- Outpatient treatment
- Withdrawal management/detoxification
- Medication-assisted treatment (MAT)
- Other substance-use-disorder recovery services
- Appropriate referrals based on the person's assessment and needs
Community Crisis Response Team (CCRT)

CCRT provides community-based, mobile crisis intervention for children and adults experiencing a psychiatric emergency. The teams are available 24 hours a day, 7 days a week, 365 days a year, including holidays. Services are available in English and Spanish.
The CARE act
Who does the CARE act serve?
- Adults, 18 years or older
- Individuals diagnosed with Schizophrenia, Bi Polar I with psychotic features, or other psychotic disorders
- Individuals who are not actively participating in a treatment program
- Individuals who need supervision to safely survive in the community and their behavior is worsening
- Individuals who need support and services to prevent a relapse, harm to others, or decline of behaviors that will lead to grave disability
- Individuals for whom participation in the CARE program is the least restrictive alternative
- Individuals who are likely to benefit from the CARE program
What is the CARE act?
- CARE Act is a civil – not criminal – court process that allows for:
- Counties and local government agencies to be held responsible for providing services to people living with untreated schizophrenia, Bipolar I disorder with psychotic features, and/or other psychotic disorders
- Legal counsel to the individual throughout the entire process to promote supported decision-making while protecting their civil rights
- Supports for an individual in need before their condition worsens
- Collaboration with multiple entities to ensure success
- This includes but is not limited to Public Defender’s office, Superior Courts, Office of the Public Guardian, and Patients’ Rights

Valley Star Crisis walk-in Center (CWIC)
The Crisis Walk‑In Center (CWIC—pronounced “quick”) provides 24/7 crisis stabilization services for individuals in the Morongo Basin and surrounding areas. The center is open 24 hours a day, accepts voluntary walk‑ins, and allows stays of up to 23 hours.
